The hospital retains

The veterinarian-client-patient relationship, in-person examination, patient stabilization, prescribing, hospitalization, client communication, recordkeeping, and final medical decisions.

MRI clinical review means

Neurologic correlation and treatment planning in the patient’s clinical context. It does not substitute for a formal radiology interpretation when one is indicated.
